Why does Mayoral Training matter?

The central Chinese government's "11th 5-year plan" sets out ambitious targets for a 20% increase in energy productivity and a 10% decrease in emissions, by the end of 2010. It's up to the local leaders to achieve these targets, yet they generally lack access to the knowledge, products and services needed to implement such changes. According to the Mayoral Training Center in Beijing, mayors are "thirsty" for international support.

The Ministry of Housing and Urban-Rural Development organizes a Mayoral Training Center in Beijing, which leads mandatory courses for mayors and deputy mayors, on a rotating basis. Officials from 680 Chinese cities attend.

Mayoral Training provides a unique channel to one of the most powerful groups of local decision-makers in China. Mayors have strong local control over their regions and the flexibility to experiment with policy. Each decision a China mayor makes has large impact—over 170 cities in China have populations over 1 million. By 2025, China’s cities will house 1 billion people.

How can JUCCCE’s program have a big impact?

To implement energy efficiency improvements at a city level, JUCCCE presents mayors with bundled solutions, which enable mayors to enact programs, quickly. We present case studies, in conjunction with vendors who can act locally, and funding options that may be available for these programs.

JUCCCE has been invited by the Ministry of Housing and Urban-Rural Development, to create a new energy efficiency program, which will be incorporated into existing training sessions for the Ministry’s mandatory Mayoral Training Center in Beijing. By creating this new course, JUCCCE serves as a bridge between China and international best practices. We synthesize the information in manner digestible for mayors, crossing cultural, language, and geographic boundaries.

Timeframe

The launch of the program is Fall 2008. It will run regularly thereafter.

How does this work?

This is a non-academic look at city-level programs. The course will present case studies of successful municipal-level conservation initiatives in China and abroad, with the aim of persuading the Mayors to implement them locally. The program will also highlight potential vendors and funding options for each initiative.

This course is different, in part because the JUCCCE team is led by and draws upon industry executives, venture capitalists, management consultants, and service professionals. Our ultimate goals are implementation and measurable results.

Also joining JUCCCE for this project is a team of McKinsey China consultants, including Jonathan Woetzel (head of China's Energy Practice).

Prof. Steve Hammer, head of Columbia University's Urban Energy Planning department, is helping us shape the framework for our case studies.

To create a database of city-level case studies and build a speaker team, we are also working with the Rockefeller Brothers Fund, the President's Council of Advisors on Science and Technology (US), the California ARB, the Clinton Climate Initiative, Arup, UC Berkeley, Monterey Institute of International Studies, Owens Corning, EMSI, Jones Lang LaSalle, Energy Foundation, ICLEI, Rob Watson (father of LEED), Texas A&M University, members of the local Shanghai Chambers of Commerce, and many more. In all, over a hundred worldwide experts have been asked to contribute in-kind to this course.
